Man Suspected of Murdering Houston Deputy Arrested in Mexico and Charged with Capital Murder

Harris County Precinct Five Constable Corporal Charles Galloway and suspected killer Oscar Rosales

The man accused of fatally shooting Harris County Precinct Five Constable Corporal Charles Galloway has been captured in Mexico, according to the U.S. Marshal’s Office.

He was found in Ciudad Acuna, which is right across the border from Del Rio, Texas.

Oscar Rosales, 51, who’s been on the run since Sunday, was charged with capital murder.

The arrest was made through a joint effort of Mexican authorities and the Gulf Coast Violent Offenders Task Force. His identity was confirmed through fingerprints, authorities said.

Val Verde County Sheriff Joe Frank Martinez said after Rosales was captured, he was transported to the Val Verde County Sheriff’s Office a little after 12 p.m., where he was processed.
