It was in October 2013 when inmate Deterrius Terry Rashad Goodwin, a man with mental issues, was found confined to a cell at Harris County jail.
Investigators say that cell was filled with feces and infested with bugs while deputies and jailers went on about their business.
Sheriff Adrian Garcia says, “the investigation indicated that problems were reported to supervisors and ultimately supervisors failed to act and to take immediate corrective actions.”
As a result of an internal investigation 6 jail employees were fired, 29 were suspended, a Chief Deputy resigned, a Major over housing at the Harris County jail was demoted.
The terminations include two sergeants being indicted criminally earlier this year for falsifying documents claiming they inspected Goodwin’s filthy cell.
“When employees fail to take action when it results conditions that no inmate should be subjected to then this discipline is called for,” says Garcia.
